Hairdresser converted Clipstone garage into salon without planning permission

A hairdresser is hoping the council cut her some slack after she failed to realise that converting her Clipstone garage into a salon needed planning permission.

Dalida Clements, who hails from Beirut in Lebanon, carried out the conversion work at her home on Church Road in the village at the end of February.

The salon business, Hair By Dalida, has been open ever since and has earned several five-star reviews online from satisfied customers.

But now Dalida has been informed that she is operating without official approval – and so she has submitted a belated planning application to Newark and Sherwood District Council for the change of use.

The detached former garage sits at the side of her house. It was transformed into a hair salon by swapping its door for two mirrored French window-doors, adding a stronger roof and a side window and installing spotlights, sinks and toilet cubicles.

In a statement sent to the council, Dalida says: “I work there alone as a self-employed hairdresser. I had not been aware that planning was required, but the conversion has had no adverse impact on the area.

“I am now seeking permission to continue to work there. I hope to build my business by getting more customers, so that my work is more regular and can generate more income.

"I also have a glass cabinet in the property where I sell about 15 products, such as shampoo and hair treatments.”

Dalida says the salon is open from 9 am to 5 pm on Mondays to Saturdays. There were two parking spaces available on her drive, as well as on-street parking.

Customers booked appointments through an online platform or by calling her on her mobile phone. There were no walk-in appointments.

Her statement goes on: “My business goes up and down. Some weeks can be busy while, on other days, I may have no customers.

"There might be an occasional overlap of clients, but it is unlikely there would ever be more than two customers at a time.”

The council’s planning officers are currently considering Dalida’s proposal and hope to make a decision or recommendation by their deadline date of Tuesday, December 15.
