LETTER: How is this not anti-social behaviour?

We have had problems for years with neighbours throwing rubbish onto our garden and now spraying our windows with a hosepipe.
According to the anti-social behaviour team and the Police Community Support Officers (PCSO), this is not anti-social behaviour.
Can they both explain in your paper what anti-social behaviour is and how it differs from what we have been through and are still suffering now?
