The report states that the principle of residential development at this site was established by the granting of permission, at appeal, of the outline application in 2014. The site also now forms part of a larger tract of land identified for housing development in the emerging local plan.

The recommendation is to pprove subject to the satisfactory completion of a S106 Agreement and to the following conditions: If a S106 Agreement is not agreed, executed and signed within 3 months the proposal may be reconsidered because it may not amount to being sustainable development.
