As pressure on social care rises, care homes are compensating for the underpayment from local councils by charging a weekly so called top up fee to recoup their costs. These fees are unregulated and can often amount to hundreds each week but one care home group have decided to scrap top up fees for the whole of 2025 for any new residents who move in during January.

For care home residents lucky enough to be granted social services funding (known as "passed at panel"), there is often still a "top up" to be paid to the care home by the family of the resident to cover non esential items such as toiletaries, hairdressing, chiropody, activies and trips. The top up amount is set by the care home company and not governed or restricted in anyway. The use of a top up has been created by our local councils funding less than the real cost of care being provided.

Historically, Ashmere Notts Ltd have calculated their top as the difference between the council rate and the council approved fair cost of care.

There are however, now huge variances in the amount of top up being charged from one care home to another. Whilst some higher quality homes (rated using a banding system of 1 (lowest) to 5 (highest)) can justify the top as being the bridge to get to the real cost of care, some lower quality homes are still overcharging families with some top ups extending into hundreds per week.
