Wales took the title, with three wins from three matches, and added this victory to the one they scored last month in the Ladies' Home Internationals.
England have won this competition every year since it started in 2003. Team captain Cathy Bowerbank said: "It's very sad, but it was Wales's day. On the day they were better than us on the greens.
"Everyone is disappointed. They all played their socks off but it wasn't meant to be. We have such a good team, but it wasn't their day."
The writing was on the wall when England lost all three morning foursomes. They won the singles sessions 3-2 but fell just short of squaring the overall match – which would have given them the title on countback.

Jill Cartwright returned 34 points to win the First Division of Coxmoor Ladies Stableford on the back nine from Kathryn Horberry, while in the Second Division Diane Stone took the top spot with 35 points, one better than runner up Lynn Harris.
Penny Huber took the honours in Sherwood Forest's Ladies Stableford and Finals with 43 points to win the Silver Division by six from Gaynor Tunney.
In the Bronze Division Betty Packman took first place after a count back from Gilliam Beecroft, both with 39 points.
In the First Division of the Stableford, Penny Huber totalled 43 points, three clear of Silvia Marron. Sue Linacre was third with 39 points.
Betty Packman topped Division Two on a count back from Gillian Beecroft with Joan Bell in third on 37 points.
Division Three was won by Janice Spencer with 28 points.
The Grannies Vase went to Dorothy Wood with 36 points, one better than runner up Sue Robinson.
In the First Division of the Stableford played at the same time Dorothy Wood won by one from Sue Robinson and Caron Harrison.
Betty Packman won Division Two with 32 points followed by Celia Towle on 30 points and Freda Clackworthy with 29 points.
Sue Hewitt returned 34 points to win the Third Division.
In the Autumn Meeting Gaynor Tunney won the event and the First Division on nett 70 with Caron Harrison returning the best scratch score of 78, nett 71 to take second place in the Division. Sue Linacre was third on nett 74.
Carlo Turvey won Division Two with a nett 75 followed by Chez Abraham, nett 76, and Jane Broughton, nett 78
Gill Duffey won Division Three on nett 87.
l At Ramsdale Park the overall winner of the Monthly Medal was Ian Guy who also topped Division One with a nett 65, three clear of Mark Juett with Eric Fenn in third on nett 70.
Robert Dolphin's nett 69 won Division Two by one from Brian Hall with the first place in Division Three going to Stephen Wheldon who shot a nett 72.
