Interment charges at Woodhouse Cemetery unreasonable

COULD someone in authority at Mansfield District Council please explainthe unreasonable amount charged for the interment of ashes in Mansfield Woodhouse cemetery.

My bill for a small plot of land and interment of a casket containing ashes, plus a wooden marker, came to £913. Then it is another £120 to have a headstone taken into the cemetery, totalling the outrageous amount of £1,033.00. How can the council justify charging this amount?
